All emails logged successfully but can only receive test emails

I have a website that I abandoned for a few years, but recently started working on again. Instead of deleting the website and starting from scratch, I updated all the themes and plugins and added new ones, like Fluent SMTP. I have Wrdpress 6.6.1 and PHP 8.1.
I’ve discovered that no matter what SMTP plugin I use, I can only receive test emails and default emails from WordPress. In the email logs, it says that all emails were delivered successfully even though no test user sign ups are received.
I’ve used other SMTP plugins on other sites (all Wordprss 6.6.1 and PHP 8.1 with the same host and SMTP details) and set them up the same way and they all work properly. It is just this one site that doesn’t.
I was wondering if you had any idea what it might be that is causing this issue. It seems the issue is the fact that I didn’t start with a fresh installation of WordPress and I am confused why that might be so – I’ve deleted test sites many times to start again and not had an issue with emails not sending.
