Ajax submission not working

I have added wp_head, wp_footer but it’s still not working.

I also tried deactivating all the plugins except contact form 7 and used Twenty Twenty-Four theme, but it still refresh pages instead of doing ajax call. I had tested on localhost with xampp server so I can’t share that. And one thing I noticed is that there’s no any script or styles being loaded by contact form 7 when I check page source.

Is there anything that I can look for to solve ajax issue? Or some custom code that I can add to fix it?
