Ajax errors and Access Denied

I have a problem.

item 27 is new ad I want to make.
When I press save button I have
It occurs when I try to make new ad and push Save button.403
Forbidden
Access to this resource on the server is denied!I checked the field ad_swf_fallback – it is in database table sam_ads
I returned to 2.7 Version – all the same.
What shall I do?
