Age Gate not working on staging site

We currently have the age gate working on our splash page until the new site is finished up.

The last piece of the puzzle is activating the age gate but it doesn’t seem to want to work with all the same settings as the version that is working.

I even reverted back to the old version that is on the current splash page site but to no avail.

Any ideas why it’s not showing up?
