I have the same problem.
If I deactivate WMPL, then everything starts working.
BUT THIS IS NOT A SOLUTION!

This bug was with WPML not with Yoast SEO. I have updated WPML modules for latest version and now all works fine.

New version of WPML 4.1 today’s release.

WPML has now released a new update here — https://wpml.org/2018/11/wpml-4-1-adds-gutenberg-compatibility/

Once you update to the newest version, it should fix the issue with Yoast SEO.

Hello, I am having this same issue, but I do not use WPML. Does anyone have any idea what the cause may be? The issue started around the same time as everyone else began having issues. Will there be an update to Yoast soon that will fix this. It isn’t imperative to the operation of my business, but Yoast is a nice feature when it is working properly.

Same here and I am not using WPML!
