1. Could you try to access the Permalink from the Stories Editor Document Panel?
2. Could you try to reset the permalink structure by going to your WP Settings > Permalinks > clicking save without changing anything? Next, set the Web Stories to Public and update the post once more.

Can you check if this issue is still occurring when Web Stories is the only plugin enabled? Please install the Health Check & Troubleshooting plugin and enable its troubleshooting mode. This mode disables active plugins and switches to a default theme safely because it only affects the experience of the logged-in user.

1. Enable the Web Stories plugin and let me know if the issue is present.
2. Enable plugins and your theme one by one in this mode to help pinpoint if something else is involved.

Afterwards you can disable troubleshooting mode from the plugins page.
