After deactivating message to complete reactivation even after reactivating

If I bulk deactivate all plugins then reactivate them all, even though the plugin is active again and all functioning, I get this message in dashboard:

You are just one step away – Complete “Widgets On Pages” Activation Now

If I click on it I get an email with an activation button, even though it is already active.

Is there any reason for this message as it seems irrelevant and confusing as it just continues to work after deactivating and reactivating as you would expect.
