Affiliated Retailers Selling Digital Services

I’ve been building a service history tracking system, a stolen product database, and an appraisal system that pulls from metadata in the product service history in WordPress for the last month or so, and I’m wanting to partner with retailers to get users signed up.

The sales process that I’m thinking would work best is for the retailers to create an account on the website for the customer using a form, and then allow the retailers to generate an access key that they would give to the customer who would enter it on their initial login. I would then invoice the retailers at the end of the month for the number of keys they generated.

I’m fairly certain that this functionality is not available in woocommerce out of the box, but I’m hoping that someone might be able to point me in the direction of a plugin that can get me most of the way there, or if one doesn’t exist, your opinion on the best way to implement this in a custom plugin.
