Advanced tab not working

When I click the Advanced tab in the conditions box, it hides all of the tabs except Pages. Nothing else changes. I’ve tested it with the 2013 theme and all other plugins deactivated and I get the same behavior. Any ideas what’s going wrong and how to fix it?
