Advanced Shipping: Address Not Found

I had an advanced shipping rule set up so if a certain role had 48+ items in their cart, they would get free shipping. When that specific role has gotten 48+ items in their cart, it instead gives the error “No Shipping Options Were Found For (address)”. I messed with the quantities in the cart and when logged into the user role, if there are 47 products in the cart, it knows my address. Add 1 more and you get the error. The only way to fix it was to remove that role but that means they get charged a lot of shipping when it should be free. Any work around for this?
