Advanced card processing doesn’t show unless the user are logged

Hi! It doesn’t matter if I have active the “Advanced card processing” option and configurated appropiately, the user must register previously to see the “Advanced card processing” form. And if this don’t happen, just show the error: “There is no payment method available. This may be our mistake. Please contact us if you need help placing your order.”
I need to deliver a new development urgently, where just use Paypal as payment method.
