Adsense ads wait for consent while other ads load without waiting

    I noticed that Adsense ads wait for consent, if I choose agree they are loaded, and if I choose disagree, they won’t load.
    There also non-adsense ads on my website, these ads are loaded without waiting for consent.
    How to make non-adsense ads wait for consent like Adsense ads?
