Ads on my website refresh once when I enter and ads are not similar to my conten

When I first inserted the AdSense code directly being integrated into the article (manually), there were often advertisements similar to my content I had on the site, but now different ads appear when I use Ad Inserter. Advertisements that are unrelated to the content of my site in other areas, such as tourism, fashion, clothing, etc. are very often appearing. And I don’t know why really.
I have noticed that any page of the site that shows the ads / banners for a second then gets resumed refresh and other ads appear. Why is refreshing my ads? when I enter to a page. Is there a problem with Ad Inserter whch generate this refresh of ads?
I’m not complaining that Ad Inserter is not a good plugin plugin because it’s great as it is. I warmly recommend this plugin. But what is happening?
