One way to do this would be to promote your trusted users to a different user level than normal subscribers and then change the publishing capabilities for that user level under Events > Settings > General > User Capabilities.

If the standard user roles don’t meet your needs, you could try using a plugin like User Role Editor to adjust them, or add new roles.
