Administrator Can’t Add Contributors

I did not set up the blog I am the administrator of (www.patrizianorellibachelet.com/TNWBlog). I was set up by someone else as the administrator. I do not seem to have been given the capacity to add new users/authors to the blog. The person who set up the blog has gone Missing in Action and I need to know how to do add users.
