admin_memory_limit filter don't exists?

Hi, I’m just an wordpress user with some skills in PHP.
Recently I updated a cpanel and it updated from wordpress 2.9 (not certanly what release) to wordpress 3.0.1 after the update I couldn’t login into admin. After some digging and echo’ing I found out that the problem was at wp-admin/admin.php:96 where it happens to call apply_filter within ini_set.
If, for some reason, happens to pass the if at line #95 and the user don’t *really* can call ini_set to increase it’s memory, all script will collapse and show no errors (the response will be empty, with no headers).
Could this be a potential bug or it is just some failing at the dammed cpanel update process?
