Admin to be able to pay for every sign up Refer link

I want Admin to be able to pay for every sign up Reffer link to users

the user send the affiliate link to his friends for sign up and every complete sign up Admin pay e.g $0.1 to author for every user how sign up from his refer link ?
can I do that ?
with a dashboard for author so he can see how many users have register from his refer link ,, and in dashboard the users must reach e.g $1.0 fro withdraw request I hope you answer and u understand what i want if this plug in does not do that then we can speak about price so u can make me this for me
