Admin submenu links to things outside WP?

Is there a good way for a plugin to add a submenu link to something outside WordPress? I’d like to add one (Manage -> Foo) leading to another application, but add_submenu_page() has me stumped; all I’ve been able to do is add arguments to whatever admin page I’m currently on.
