Admin Role Missing in Add New User

Hi,
I can no longer add a user with admin Role as Admin. It has disappeared from the Role drop-down menu when adding a new user. It’s a membership site an using 10 Levels and I read on another post that this can be a problem. I’ve added super_admin = “1” to configpress but it is still not working.
Also found this in your documentation:
“From release AAM 2.5, by default, site administrator is not allowed to manager Administrator Role as well as any other roles or users that have Capability Level 10 “But not sure what it means.
