Admin receive an email when a customer change his delivery address

Hello everybody,
first of all, happy new year !
I don’t know how to do something. Maybe someone can help me ?
The idea is to receive an email when a customer change is delivery address on his account.
Why ?
For example if you sell subscription for a print magazine, you want to know when your customer change his adress to deliver the mag at the good place !
