Admin panel not formatted after upgrade

  • I just upgraded from 2.1 to 2.3 following scrupulously (I thought) the extended upgrade instructions. Everything is working OK except the Admin panel is not formatted. All the content is there, but it’s like it’s not properly reading the CSS. Screen shot here. What did I do wrong and how do I fix?
