Admin page issues, css issues, Owl Carousel border & hover icons not loading

Newly built site, creating Owl Carousel galleries. See screenshot:

The help bar at the top is off position, and the hover and border icons not loading. I flushed the cache, no change. Then opened a different client site, completely unrelated, different host, different theme, different plugins and switched a gallery to Owl Carousel, and the same thing is happening.

The gallery works on the front end (link to dev site above) except the hover icons are not displaying.

Additionally, not sure it’s related, but want to report this bug too. I have at least 2 plugins that use freemius – Foo and WP core manager plugin. While on Foo pages, The pop-up to start free trial for FooGallery popped up – but showed the plugin name WPCore Plugin Manager. (WP Core doesn’t have a premium option). Once I disabled WP Core Manager, the wording changed to Foo Gallery. See screenshots:
