Admin not receiving emails

Like this post, I am also not receiving any admin emails, nor is my user receiving emails when the admin uploads files. I’ve gone to Settings > Mail Settings and added text in the Admin Email section, and I’ve even included my admin email in the first input (additional email addresses), but still nothing.
