Do you mean a self hosted wp.org website?

The domain is pointing to a bluehost server ( not wp.com – not that you can get wp.com support here )

    I confirm it′s a .org WordPress.
The 403 error happens when the Bluehost security option for “SSL Certificate: Let’s Encrypt” is on. If I disable it then I don′t get the 403 error but the site appears insecure on the top left corner of the browser.

    Please guide, thanks a lot.

Raise a support ticket with Bluehosts is your best bet in my opinion,

403 errors a forbidden permission, and unless you are running a security plugin, that will be generated by host security.
