Admin Interface Not Available for Editor Role

I have account required checked in the Job Submission settings, and have full access to add jobs when logged in as admin. But when I log in to another account with role of Editor, I have no access to the interface in the admin and going to the /add-job URL for the form, I get not found.

I really do not want to give admin access just to edit the job board.
