Admin Console Displaying Incorrectly on HomePage

it does it on a clean install and on all themes

I only noticed it today, as I usually leave my computer on overnight and sometimes shutdown, but when I went to refresh my page it looked like this, I have done 2 fresh installs and it still looks like this, I have my posts saved on export and will import once this is fixed.

Do any errors show up in the browser console?

what i found

Just found out it is chrome as I get the admin toolbar properly on safari.

Will have to reset chrome.
