Admin Bar unstyled in footer

I’ve searched & found many posts on this subject, but none that resolve it for me.

I’ve built my theme from scratch & included the wp_footer at the very end of my footer.php. The admin bar appears below the footer as an unstyled list.

I have no active plugins & no javascript etc on any posts/pages – in fact most are still blank.

Is there something really obvious I’ve missed?…
