Admin bar doesn’t load CSS/JS for non Admins

  • I have one Editor account and CSS/JS for admin bar is not loading. Looked in debugging – no errors. JS is loading (200). If I switch account from Editor to Administrator, CSS/JS is loading. What the heck?
    I deactivated plugins, cleared cache and nothing.

    This is how it looks like. Links are there but no CSS. It only looks like this for any other role than Admin.
    Wordpress 5.7 branch.
