Admin bar.

I often use AAM to manage the user login and redirect them to a specific page on that they have a dashboard with taht to manage all the site,
ubtil yesterday no one has done any other action but now has happened that a usera has clicked on the modify button on top ( in the admin top bar ) and has broken the page.
How can i deactivate all the buttons and actions for a specific user?
in the specific i’m refering to the Elementor plug in that is ever visibile on the top admin bar
