Admin access to view/edit member profiles

Users assigned to the default Member Role, have Profiles that are viewable and editable by the WP Administrator. We have created an additional Member roles, but those User Profiles are not viewable or editable by the WP Administrator. The User Role settings are the same. There is only one Profile Form defined. The Profile Form is not customized, although we did try to customize it and specify that the new Member role should use that Profile Form. This is not fix the problem. We cannot figure out what we have done wrong.
