Admin access and permissions plugin?

I’m looking for a plugin will allow me to give access to certain users at /wp-admin to changes option on CERTAIN PANELS ONLY!

I have a couple of plugins that I would like certain users to be able to access from the backend. But I don’t want them to be able to access anything else. Is there a plugin to do this? Or some way to do it manually?

Example:
We have an events plugin. We want certain users to be able to access the Add Event function – but that’s all. No post adding, or editing, or deleting.
