Adjusting Header Padding, lost and confused

    I’d like to reduce the spacing from the top of the page to the header, from the header to the menu,
    from the menu to the bread crumbs,
    reduce the height of the bread crumbs,
    I’d also like to center the page title and reduce the spacing above and below the title.

    For some reason the Edit CSS option under the appearance tab is missing.
    The editor is there, but the Edit CSS is much simpler to use, it seems that if I could install that option into this instance of wordpress my life would be simpler but, I’m not sure how.

    Figured out why the Edit CSS was missing. Fixed that with jet pack,
    Now I still need help with getting the top of the site more compressed over all.

    I just can’t seem to find the right way of removing the space under the page title, I’ve changed the spacing under the breadcrumbs, but I can’t get the same for the title.

    is it a site title or a page title or an entry title?
    something else all together?
