Additional URLs, Exclude URLs process order

    I would prefer that the order of operations be Exclude URLs then Additional URLs.

    Ex.
    I want to exclude /page
    – so it removes /page/1, /page/2, etc
    But /highlights has an archive pagination with /highlights/page/2, /highlights/page/3
    – these will be excluded even with an Additional URL as /highlights/page/2 etc
    If the order was swapped, so Additional URL is last, then I can specify anything that inadvertently excluded.
