‘Additional CSS’ in Experimental

Experimental settings removed the beta feature ‘Additional CSS'(Global Settings) in the Gutenberg update before this last one. I found that feature ‘Additional CSS’ very helpful. Should I go back to using the customizer, or create a style sheet in the theme folder? Where should I put my extra CSS, Try to update the theme.json? I seem to remember that Additional CSS was stored in the Themes DB.

I see also, that there has been progress in adding more features to each global block. Currently I’m using the Additional CSS feature for Typography on links, vs. Navigation block vs button, and things that have no option to change in the block. like hover, focus and active, on nav block
