Adding VAT to UK/EU Orders Only

Hello,
Is there a way to add VAT to UK/EU orders?
Also, if somebody orders an item requires VAT but also orders something that does not require VAT, can WooCommerce handle that?
For example, we sell online courses which are taxable. We also see support books that are not taxable but the shipping/handling charges are. That means we have two items that would need to be taxed and one item that is not taxed. Our current cart know that once somebody adds a book to cart to add the shipping costs AND tax them but not the book.
Is that possible?
