Adding two TOC blocks with different parameters set

I’ve set the first TOC on this page to show <H2>, and it works correctly.

I set the second TOC to show <H3> and strangely it works correctly in the Editor but not on the live page as you can see.

I have also tried adding a css class to the section I want it to include, <article class="schoolhouse-history">, but this has the same result.

Any hints? Thank you ??
