Adding template files to child theme without cpanel access

I’m customising a child theme for a client but I don’t have access to cPanel. Is there any way to add customised template files (e.g. footer.php) to the child theme using the dashboard rather than FTP?

I don’t want to re-upload the whole child theme because I’m pretty sure I’ll lose the changes I’ve made using the dashboard (is that correct?).
