Adding second/multiple cart/s > assign cart to order > send to custom email

Hello,
I would like to create a website where client can create orders – but with an option to create more than one cart.
The idea is to maintain few orders at one time to create offers for investors.
For example:
Designer creates few offers for few clients. He can add any item to any cart and then create order from any cart, then send that order to a specific mail adres.
Can someone give me a hint how to achieve such a functionality? I’ve searched for plugins etc. with no result. But maybe there is already some kind of solution? ??
