Adding Provinces or State of a specific country to define as Shipping zones

Thank you for the great plugin.

I would like to know if it is possible to define a specific Province (e.g: Spain: Cataluyna,Valencia, Murcia…) or specific state of a Country.

In our case depending of the province or state different shipping fees would apply. In addition to that depending of the amount spent also different shipping fees would apply. eg.:
Cataluyna (Spain)
Up to 120 euros -> 10 euros shipping fee
Between 91 and 150 euros –> 17 euros shipping fee
Above 150 euros free shipping.

Canarias (Spain)
Up to 180 euros -> 12 euros shipping fee
Between 181 and 250 euros –> 20 euros shipping fee
Above 250 euros free shipping.

Rest of Spain
Up to 200 euros -> 15 euros shipping fee
Between 201 and 350 euros –> 25 euros shipping fee
Above 350 euros free shipping.

Rest of Europe… Something similar as above.

Rest of the world…Something similar as above.

Would be possible to do such configuration with your plugin?
