    No. The title attribute is an accessibility problem of itself, so the only usage of the title attribute in WP Accessibility will always be to strip them out.

    The title attribute is an accessibility for several reasons, but primarily because at its best it is still inaccessible to keyboard users, voice navigators, and if enabled for screen reader users, it will usually provide more redundant information than beneficial information, due to the fact that the most common usage of the title attribute is to provide redundant information.
