Adding locations by non-loggedin users

When logged in, a user can add a fysical?location. We allow non-logged users to add an event and its fysical location.

Unfortunately they cannot add a location when the add a new events. They just get the drop down option, and nothing more.

Question: How can I change the settings in order that non-logged in users can add their own location?
