Adding link to highlighte text has changed

When I highlight a piece of text and click on the link icon, I used to get a pop-up window with a field for the link and three sliding buttons to determine the behavior, like “Open link in a new window.” I am writing a new post and when I try to add a link, the only thing I see is the field for the link. That means I have to edit the block in HTML and add the target attribute manually for every link.

Is there a way to fix this or is it gone forever?
