Adding FORM tag to custom Welcome Panel breaks plugin

in Settings, White Label CMS, Dashboard Panels:

1. Select “Add your own Welcome Panel”
2. Under “Welcome Panel Settings” > “Description”, add HTML which contains <FORM> and </FORM> tags (you may also need a TEXTAREA)
3. Save your settings; view your new Dashboard (it works fine, but…)
4. Return to Settings, White Label CMS, Dashboard Panels; look at the Description box: content after the FORM tag now appears below the Description box, and the Save changes button is now inoperable
5. (import an old copy of your settings to make your White Label CMS settings editable again)
