adding anchor to an toggle

Hi,

I am adding the anchor before one of the toggle and I have tried adding it within the toggle, when I go to https://mysite.com/page1#lgbtqzone it goes to the part of the page after the last toggle, The only ting I can do is put the anchor before the first toggle. Any Idea how I can get the toggle to go to the correct position.
