Adding an extra button on the comments panel (or turning all comments visible)

Hello there,
I was trying to find a way of doing this:

This is the Jetpack comments panel (accessed on https://wordpress.com/comments/all/bsgideverdade.com). The GIF is just an image mockup created by playing with ‘inspect element’ and drawn up on Photoshop. The color change was borrowed from the standard comment approval/disapproval in there. What I’m seeking to achieve is adding that “Highlight” button on the far right, in order to click and highlight specific comments — and possibly show them on a separate tab along with the existing ones:
All (245) | Pending (0) | Approved (245) | … | “Highlighted” (5)
As an administrator feature, it would satisfy more than one purpose, e.g. manually filter unreplied comments or isolate specific ones for whatever reason.
I don’t have the know-how to do this and the plugin editor looks like a maze for me, so I don’t really know if this is that simple (or even possible). If what I’m asking is impracticable, I’d be happy with this alternative:
In order to achieve the same results, I’m willing to sacrifice the “Pending” feature and let every comment turn public/visible on the blog even if their attribute is set as pending. The only thing I have to know is how to turn all comments public/visible whatever if I approve or disapprove them. The important thing is the possibility of highlighting/isolating them in the comments panel (preferably with its own tab, which is already done with this alternate solution).
