Adding a new “News Posts” to Arras Theme

I’m kinda new to CSS and I’m trying to add another “News Posts” area under the already created one in an Arras Theme. My problem is trying to designate which category to go to and not the one I selected from the Arras Theme Options. I’ve tried everything I can think of. Help!
