Adding a extra page

Do you mean you want custom link on the menu?
IF so you can create it from Appearance > Menus and add a Custom Link menu item.

Or if you want a page then, Go to Dashboard > Pages > Add New and add page, inside its content you can add as many links as you like.

I mean a custom link on the menu. The problem I am having is the new menu item will only show when the one-page layout is not active.

Sorry you can not add the links in menu while enabling eight-sec menu. When you enable eight-sec menu, all the sections of homepage will automatically shown in menu. So, if you want to add your links then you have to disable eight-sec menu. Then, go to Admin dashboard -> Appearance -> Menu -> And create menu and add your menu items.

For adding links of homepage section, you will have to add custom links with hash tag in your homepage url.
for e.g. https://8degreethemes.com/demo/eight-sec/#about-us for about section
