Adding a css-customized “Recent Posts” section to static home page

I am new to WordPress blog software. Hopefully someone can point me in the right direction for what I am hoping to accomplish, because I’m a little PHP-handicapped.
I am interested in creating a “Recent News” section on my site’s home page that pulls the 2 latest entries from my WordPress blog. I just want to essentially pull a couple simple variables from the most recent entry – post name, date, and a short description of the post. Basically, I want to create my own little custom widget on my home page with full control over it’s appearance and positioning.
However, the home page will be a standard XHTML page that (of course) lives in my site’s root directory (separate from the blog), and the blog will be installed into a directory called “/blog”. Given that wrinkle, can I still accomplish what I’m hoping to accomplish with some custom PHP? Is there anyone who can help with this?
