"Add User" and "Create User" capability doesn't work.

This plugin does nearly everything I need, except I need to assign the ability to create new users to a sub-administrator role. The option is there, but when the checkbox for “add user” and “create user” is checked, the role still is unable to create new users…
What am I missing?
