Add Tweet by URL missing from admin menu?

I found a reference to “Add Tweet by URL” while translating Social to Dutch. It’s also in the source code of a WordPress post.
I was hoping to add some tweets to import by hand but there’s no way to add a URL as far as I can see. Does this have anything to do with WordPress adminbar -> toolbar changes?
